Plugin bytes live once in the Store. Each harness receives them through its own most native mechanism — a real plugin where one exists, a safe adapter only as a last resort.

Invocation policy, hooks, and capabilities are canonical. Integrations translate the policy into each vendor’s encoding instead of dropping it.
